Meet the Leaders Guiding LDI Toward Its Vision

LDI is led by a team of experienced and dedicated professionals drawn from Ethiopia’s academic, research, government, and private sector communities. Together, they bring deep expertise in animal science, food technology, economics, public administration, and institutional management — all in service of the Institute’s mandate to transform Ethiopia’s livestock sector.

Office of the Director General

Asrat Tera (PhD) serves as Director General of the Livestock Development Institute, providing overall strategic leadership, representing the institute to government, international partners, and the private sector, and ensuring accountability to the institute’s mandate under Regulation 506/2022. The Director General chairs the Institute’s Management Board and is responsible for the institute’s strategic direction, resource mobilization, and institutional performance.

Deputy Director Offices

Deputy Director General: Livestock Breed Improvement Research

Oversees all genetic research, national AI program, elite bull stud management, semen production, embryo transfer, indigenous breed conservation, and the Livestock Genetic Information Database (LGID).

Deputy Director General: Livestock Product & By-Product Processing Research

Leads applied research and technology transfer for dairy, meat, honey, beeswax, and feed processing. Manages quality systems, food safety research, and pilot processing units.

Deputy Director General: Socioeconomics & Capacity Building Research

Directs value chain analysis, market research, investment promotion, training programs, technology transfer, and stakeholder capacity building.

Chief Executive – Director General’s Office

Manages legal affairs, internal audit, communications, board secretariat, and strategic planning. Reports directly to the DG.

Chief Executive – Human Resources & Administration

Oversees civil service management, recruitment, payroll, training, facilities, and procurement.

Executive – Holeta Livestock Development Center

Manages national nucleus facility, bull stud, laboratory, feed production, and model processing units.

Executive – Bishoftu Livestock Development Center

Manages training, research support, and laboratory.

Lead Executive and Key Functions

LDI’s operational work is organized through specialized Lead Executives. Each office is responsible for a core programmatic area aligned with the Institute’s strategic goals for 2022-2031 (2013-2022 E.C.).

  1. Livestock Breed Improvement Research Lead Executive
    • National Artificial Insemination (AI) program management and expansion.
    • Elite bull stud management and genetic evaluation
    • Strategic cross-breeding and breed evaluation trials.
    • Indigenous breed characterization and promotion.

  1. Animal and Genetic Material Production & Dissemination Research Lead Executive
  • Research on production and dissemination of genetic materials.
  • Importation and domestic multiplication of quality and standardized inputs.
  • Technical support to private importers of genetic materials.
  1. Livestock Breed Information Research Lead Executive
  • Management of the National Livestock Genetic Information Database (LGID).
  • Expansion of dairy cattle performance records.
  • Quarterly EBV analysis and feedback to registered breeders.
  1. Meat, Honey, and Wax Processing Research Lead Executive
  • Research on red and white meat processing, quality, and safety.
  • Honey and beeswax processing, quality characterization, and value addition.
  • Quality assurance systems (HACCP, ISO 22000) and export compliance support.
  • Slaughterhouse and abattoir technical advisory.
  • Support for halal certification and international market access.
  1. Dairy Processing Quality & Technology Research Lead Executive
  • Dairy processing technology research (pasteurization, UHT, fermentation).
  • Microbiological and physical/chemical quality analysis of dairy products.
  • Standardization of traditional Ethiopian dairy products (Ayib, Qibe, Ergo).
  • Dairy investor support: feasibility studies, technology selection, and commissioning.
  • Operation of pilot processing plants and sample production laboratories.
  1. Feed Production and Processing Quality Research Lead Executive
  • Feed formulation research and nutritional advisory.
  • Feed milling and processing technology advisory.
  • Quality testing and analysis of feed ingredients and finished products.
  • Management of integrated feed production
  • Technical support for commercial feed manufacturing investments.
  1. Technology Transfer, Capacity Building & Socioeconomics Lead Executive
  • Management of the national training calendar for AI technicians, processors, and breeders.
  • Delivery of tailor-made and practical-focused training programs.

  • Socioeconomic research and impact evaluation.
  • Management of symposia, workshops, and event proceedings.
  1. Value Chain Management, Investment & Marketing Lead Executive
  • Investment promotion and facilitation for domestic and international investors.
  • Value chain competitiveness analysis and market linkage programs.
  • Export development and identification of new market destinations.
  • Support for investors in Integrated Agro-Industrial Parks (IAIPs).
  • Preparation of investment opportunity profiles and feasibility studies.
  1. Production & Input Manufacturing Engineering Lead Executive
  • Engineering support for production and input manufacturing processes.
  • Technology selection, negotiation, construction, and commissioning advisory for investors.
  • Facility design and infrastructure planning for breed improvement and processing centers.
  • Technical oversight for model processing unit construction and equipment installation.
  • Cold chain management and liquid nitrogen (LN2) production/distribution.
  1. Agro-Industrial Park Research Unit (Special Research Sector)
  • Dedicated research unit for Integrated Agro-Industrial Parks (IAIPs).
  • Feasibility and pre-investment studies for park-based livestock processing.
  • Environmental impact and compliance research for park operations.
  • Value chain integration studies between park-based processors and upstream producers.
